License your deployments with RDS Device or User Client Access Licenses

Each user or device accessing a licensed Windows Server requires a Windows Server CAL or a Windows Server and a Remote Desktop Services (RDS) CAL.

  • With the User CAL, you purchase a CAL for every user who accesses the server to use services such as file storage or printing, regardless of the number of devices they use for that access.

  • With a Device CAL, you purchase a CAL for every device that accesses your server, regardless of the number of users who use that device to access the server.

Administrators can now deploy server-based personal desktops in Windows Server 2019. The CAL used by users or devices must correspond to the version of Windows Server that the user or device is connecting to. You can't use older CALs to access newer Windows Server versions, but you can use newer CALs to access older Windows Server versions.

The following table shows the CALs that are compatible on RD Session Hosts and RD Virtualization Hosts.

Any RDS license server can host licenses from all previous versions of Remote Desktop Services and the current version of Remote Desktop Services. For example, a Windows Server 2016 RDS license server can host licenses from all previous versions of RDS, while a Windows Server 2012 R2 RDS license server can only host licenses up to Windows Server 2012 R2.

What is Remote Desktop Services (RDS) CALs?

If you want to provide access to users to an RDS Collection or RDS Components of a Windows Server operating system, you need to purchase additional licenses. Typically, the RD Session Host (RDSH) server hosts the resources—such as Windows applications or files—and clients connect to the RDSH to access those resources.

The actual RDSH that hosts the resources must have a Windows Server CAL matching the OS version. Remote client devices that access the server must have a User CAL. With newer RDS CALs, you can access older RDSH servers. However, older RDS CALs cannot work with new RDSH servers, and you need to purchase new licenses.

To install and keep track of the RDS CALs, you need an RD Licensing Server, which is a component of the RDS Collection. When a user attempts to connect to an RDSH server, the server checks to see if the user has an active User CAL by contacting the RD licensing server. If the RDS CAL is available, the RDSH server accepts the connection from the user and starts a session.

Activate RDS CAL on Windows Server 2019 Remote Desktop Services deployment:

Use the following information to install and activate License your RDS deployment with client access licenses (CALs) on Windows Server 2019. Once the CALs are installed, the license server will issue them to users as appropriate.

Note: You need Internet connectivity on the computer running Remote Desktop Licensing Manager but not on the computer running the license server.

      1. On the license server (usually the first RD Connection Broker), open the Remote Desktop Licensing Manager.

      2. Right-click the license server RDS-SRV-01 (Your server name), and then click Install Licenses.

      3. In the Install Licenses Wizard, on the Welcome to the Install Licenses Wizard page, click Next.

      4. On the License Program page, select License Pack (Retail Purchase), and then click Next.

      5. Enter the 5x5 Retail license key (The license key you will receive from us after your purchase), click Add, and then click Next.

    1. Click Finish, to complete installation of the licenses. The license server can now issue RDS CALs to clients that connect to a Remote Desktop Services deployment.

Verify Licensing for the Remote Desktop Services

To verify the functionality of the deployment, use Remote Desktop Connection (RDC) to connect to the remote host. The use of the license will be verified on the Remote Desktop license server.
